Established in 1991 and located in Nashville, TN., Bowlby & Associates, Inc. is a small woman-owned and Disadvantaged Business Enterprise (DBE) currently certified in Tennessee, Arkansas, Louisiana, South Carolina, Texas, and Wisconsin. We offer expert assistance in transportation and community noise analysis & mitigation and transportation air quality assessment.
Our Nationwide clients have included federal, state, and local agencies, including DOTs in twenty states, the Federal Highway Administration (FHWA), the National Highway Institute (NHI), the National Park Service (NPS), and the National Cooperative Highway Research Program (NCHRP). We also develop and teach courses on transportation noise.

Darlene Reiter

Dr. Darlene Reiter, P.E. is the President of Bowlby & Associates, Inc. and has over 30 years of experience as a transportation engineer, with more than 25 years of noise and air quality work on several complex projects.  She has served as senior project manager for major noise studies for many state DOTs and has conducted highway noise research for the FHWA and the NCHRP.  She is a leading expert in the use of FHWA’s Traffic Noise Model Version 2.5 and co-teaches our Highway Traffic Noise Fundamentals and TNM courses.  She is a certified instructor of the National Highway Institute Highway (NHI) Traffic Noise course for which she received the 2013 NHI Instructor of Excellence Award.   She served as a member of FHWA’s Expert Tire-Pavement Noise Technical Working Group that developed AASHTO standards for determining the influence of road surfaces on traffic noise.  Dr. Reiter has extensive experience in following noise barrier projects from NEPA through final design and construction, including extensive coordination with design, structures, and construction engineers and personnel.  She is currently a member of TRB’s Standing Committee on Transportation-Related Noise and Vibration.

Geoffrey Pratt

Mr. Geoff Pratt, P.E. has over 20 years of experience with all aspects of highway traffic noise including noise measurements, TNM modeling, abatement evaluation, and document preparation. He has worked on noise studies for state DOTs in Tennessee, Mississippi, Missouri, Indiana, California, Ohio, New York, and Louisiana, plus many non-transportation projects. He is an expert in the use of FHWA’s Traffic Noise Model (TNM) and skilled in the use of Microstation PowerDraft, ArcGIS, and CadnaA. He teaches the CAD and GIS section of our TNM training, and he previously served on the TRB Committee on Transportation-Related Noise and Vibration.

Rennie Williamson

Mr. Rennie Williamson is a Project Engineer with over 10 years of professional experience in noise measurements and modeling using FHWA’s Traffic Noise Model (TNM) program. He teaches two sections of our TNM training course and serves as its technical coordinator.

He also was involved with the data analysis and writing of several FHWA research reports: Noise Barrier Acceptance Criteria: Analysis, Noise Barrier Acceptance Criteria: Evaluation Tools, and Techniques for Reviewing TNM Model Runs and Associated Noise Modeling Reports.

For NCHRP Report 886, Field Evaluation of Reflected Noise from a Single Noise Barrier, he conducted noise measurements and was heavily involved in the data analysis. Additionally, he conducted TNM modeling and data analysis for NCHRP Report 882, How Weather Affects the Noise You Hear from Highways, and he had a major role in the design of its Interactive Tool.

Lisa Rooks

Lisa Rooks, CPS serves as Office & Accounting Services Manager at Bowlby & Associates, Inc.  Lisa Joined Bowlby & Associates in 2006 and has over 30 years of experience in the administrative field.

Ruth Rock

Ruth Rock serves as an Accounting Services Advisor at Bowlby & Associates, Inc. Ruth joined Bowlby & Associates, Inc. in 2016 and has over 30 years of experience in the accounting field.
